Unlike the traditional ANBU, ROOT shinobis received their orders directly from Danzo, not the Hokage, and went through a special training process to get rid of their emotions. They were sent on missions Danzo believed would benefit Konoha in the long run.<\/p>\n<p>Before we analyze the ROOT operatives in detail, we must establish a couple of rules for this article.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Rules\"><\/span><strong>Rules<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h2><span class=\"ez-toc-section\" id=\"1st\"><\/span>1st<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Only Naruto manga and Boruto (anime and manga) characters will be covered<\/strong>.<\/p>\n<p>This means that Naruto filler and novel ROOT operatives (such as Kakashi or the trio that fought Itachi and Shisui in the Itachi Shinden animated adaptation) will not be taken into account.<\/p>\n<p><strong><strong>However, novels, games, and filler feats of the aforementioned manga characters may be taken into account.<\/strong><\/strong><\/p>\n<h2><span class=\"ez-toc-section\" id=\"2nd\"><\/span>2nd<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>The versions of the characters will be their known versions when they were ROOT members.<\/strong><\/p>\n<p>This means any version of them when they either haven\u2019t joined yet either have left ROOT won\u2019t be taken into account (such as Sage Kabuto, for example).<\/p>\n<p>However, a small note at the end of each character\u2019s analysis will explain where they rank with their current versions.<\/p>\n<p>Edo versions physical feats are an exception to this rule <em>only<\/em> if the character died as a ROOT member (since the Edo Tensei brings physical nerfs).<\/p>\n<p>&nbsp;<\/p>\n<h2><span class=\"ez-toc-section\" id=\"3rd\"><\/span>3rd<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Characters who are ROOT affiliates but not members (as in, they either receive orders from Danzo or were trained by ROOT operatives) won\u2019t be taken into account.<\/strong><\/p>\n<p>This includes Itachi, Inojin, and Sumire, for example.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"4th\"><\/span>4th<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Their overall abilities, not just in combat but also in other skills, such as spying, will be taken into account.<\/strong> Characters with insufficient overall feats such as Hy\u014d will not be taken into account either.<\/p>\n<p><strong>Similar Post<\/strong>: <a href=\"https:\/\/narutoexplained.com\/akatsuki-ranked-weakest-to-strongest\/\">Akatsuki Ranked Weakest To Strongest<\/a><\/p>\n<p><strong>With that in mind, we may begin the analysis.<\/strong><\/p>\n<hr \/>\n<ol start=\"9\">\n<li>\n<h2><span class=\"ez-toc-section\" id=\"Tanuki_Shigaraki\"><\/span><strong>Tanuki Shigaraki<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1714 size-large\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-1-1024x699.jpg\" alt=\"Danzo ROOT Shinobi Ranked From Weakest to Strongest\" width=\"1024\" height=\"699\" title=\"\"><\/p>\n<p><strong>\u00a0<\/strong>Tanuki, Sumire\u2019s father, stood out more for his abilities as a researcher than his abilities in actual combat. Nonetheless, his skills in that domain were impressive.<\/p>\n<p>Put in charge of researching Hashirama Senju&#8217;s cells to create the Gozu Tenn\u014d ninjutsu to protect Konoha, Tanuki finished the project after Danz\u014d\u2019s death, putting the seal on Sumire.<\/p>\n<p>The seal\u2019s composition is impressive. <strong>Sasuke Uchiha compares it to Kaguya\u00a0Otsutsuki\u2019s abilities<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1744 size-full\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-1.webp\" alt=\"\" width=\"600\" height=\"336\" title=\"\" srcset=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-1.webp 600w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-1-300x168.webp 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1745 size-full\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-2.webp\" alt=\"Danzo ROOT Shinobi Ranked From Weakest to Strongest\" width=\"601\" height=\"335\" title=\"\" srcset=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-2.webp 601w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/GIF-1-Part-2-300x167.webp 300w\" sizes=\"(max-width: 601px) 100vw, 601px\" \/><\/p>\n<p><strong>Similar Post<\/strong>: <a href=\"https:\/\/narutoexplained.com\/all-hokage-ranked\/\">All Hokage Ranked From Weakest To Strongest<\/a><\/p>\n<p>Within that seal, Tanuki created a monster named <strong>Nue<\/strong>, whom Sumire could summon in combat to help her, and fed on chakra and negative emotions, the latter which can also be used to control other people (such as Shino), deteriorating their mental state.<\/p>\n<p>Nue becomes larger the more chakra it absorbs. At his peak, Nue could destroy an entire city.<\/p>\n<p>The seal isn\u2019t without a cost, as it reduces Sumire\u2019s lifespan as a result.<\/p>\n<p>Admittedly, Tanuki is an impressive scientist, but there\u2019s nothing to judge him regarding combat, except what he taught Sumire.<\/p>\n<ul>\n<li><strong>Where does he rank with his current version<\/strong>: <strong><em>his position doesn\u2019t change<\/em><\/strong>. Even after ROOT\u2019s disbandment and up to his death, Tanuki does nothing that can put him above any of the following characters.<\/li>\n<\/ul>\n<hr \/>\n<ol start=\"8\">\n<li>\n<h2><span class=\"ez-toc-section\" id=\"Nono_Yakushi\"><\/span><strong>Non\u014d Yakushi<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1715 size-full\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-3.jpg\" alt=\"\" width=\"885\" height=\"528\" title=\"\"><\/p>\n<p>Much like Tanuki, there\u2019s not much to judge Non\u014d on regarding combat, though we have slightly more meat there as she fought her estranged adoptive son Kabuto (she has shown above-average shurikenjutsu, and could\u2019ve hit Kabuto had the latter not noticed her), hence why she\u2019s above him (being a far better parent has nothing to do with that).<\/p>\n<p>That being said, Non\u014d shined far more in medical ninjutsu and spying. Danz\u014d credits her as the absolute best ROOT spy.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1716\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-4.jpg\" alt=\"\" width=\"978\" height=\"400\" title=\"\"><\/p>\n<p>Her spying abilities were good enough Danz\u014d blackmailed her into joining ROOT once again when he needed to send a ROOT agent to Iwakagure.<\/p>\n<p>And it shows: by the time of her demise, it\u2019s implied Iwa-in thought \u00ab Nanigashi \u00bb was still a loyal kunoichi (since Kabuto notes previously that he was \u00ab surrounded \u00bb) that asked for reinforcements against Kabuto.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1717\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-5.webp\" alt=\"\" width=\"982\" height=\"731\" title=\"\" srcset=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-5.webp 982w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-5-300x223.webp 300w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-5-768x572.webp 768w\" sizes=\"(max-width: 982px) 100vw, 982px\" \/><\/p>\n<p>An impressive portfolio for someone Danz\u014d thought wasn\u2019t suited for ROOT due to her inability to lose her emotions.<\/p>\n<ul>\n<li><strong>Where does she rank with her current version<\/strong>: <strong><em>She stays at the same place<\/em><\/strong>: she has no feats outside of those mentioned here.<\/li>\n<\/ul>\n<hr \/>\n<ol start=\"7\">\n<li>\n<h2><span class=\"ez-toc-section\" id=\"Kabuto_Yakushi\"><\/span><strong>Kabuto Yakushi<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1718\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-6.webp\" alt=\"\" width=\"1030\" height=\"350\" title=\"\" srcset=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-6.webp 1030w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-6-300x102.webp 300w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-6-1024x348.webp 1024w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-6-768x261.webp 768w\" sizes=\"(max-width: 1030px) 100vw, 1030px\" \/><\/p>\n<p>Kabuto is everything his mother is and more.<\/p>\n<p>He defeated her in their fateful fight (he combat blitzed her), is a skilled medic-nin as well, and has more spying feats.<\/p>\n<p>He was able to successfully spy on the major hidden villages (Kiri, Iwa, Kumo, and Suna) without getting caught, even though it\u2019s implied Iwa might have found out (Kabuto states he\u2019s \u00ab surrounded \u00bb and reinforcements arrived \u2014 too late \u2014 to assist Non\u014d, who possibly told them of Kabuto\u2019s status as a spy for Konoha).<\/p>\n<p>His spying feats are especially impressive when he became a spy shortly after leaving the orphanage, and thus with a very low amount of experience in the domain.<\/p>\n<p>He could already use the chakra scalpels offensively even at this age.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1719\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-7.webp\" alt=\"\" width=\"895\" height=\"795\" title=\"\" srcset=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-7.webp 895w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-7-300x266.webp 300w, https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-7-768x682.webp 768w\" sizes=\"(max-width: 895px) 100vw, 895px\" \/><\/p>\n<p><strong>Similar Post<\/strong>: <a href=\"https:\/\/narutoexplained.com\/top-10-strongest-naruto-characters\/\">Top 10 Strongest Naruto Characters<\/a><\/p>\n<p>What makes him impressive is that in the span of 5 years as a ROOT spy in the 5 major Hidden Villages \u2014 joining when his sole skill resided in medical techniques \u2014, Kabuto successfully surpassed every feat his mother has shown on-screen.<\/p>\n<p>Recruiting him was one of Orochimaru\u2019s greatest decisions.<\/p>\n<ul>\n<li><strong>Where does he rank with his current version<\/strong>: <strong><em>First <\/em><\/strong>or<strong><em> Second<\/em><\/strong>. The plethora of skills he developed since he left ROOT, to the point of keeping up with Edo Itachi and EMS Sasuke \u2014 outright blitzing the former at one point \u2014 put him ridiculously above several other characters on the list.<\/li>\n<\/ul>\n<hr \/>\n<ol start=\"6\">\n<li>\n<h2><span class=\"ez-toc-section\" id=\"Shin\"><\/span><strong>Shin<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1720\" src=\"https:\/\/narutoexplained.com\/wp-content\/uploads\/2021\/06\/Danzo-ROOT-Shinobi-Ranked-8.webp\" alt=\"\" width=\"198\" height=\"300\" title=\"\"><\/p>\n<p>Sai\u2019s brother didn\u2019t have a lot of screentime but has shown nonetheless he was a skilled ninja of his own right. While only his swordsmanship was witnessed, he did noticeable things with it.
